Parka & Facilities Manager
Under general direction, plans, organizes, schedules, assigns and reviews the work of complex, technical and administrative support staff in the Parks and Facilities Maintenance Divisions of the Parks and Recreation Department; this position oversees the maintenance and operations of Town public parks, landscapes, streetscapes, right of way trees, and public art including design, public outreach contract management, and construction; coordinates assigned activities with other Town departments and outside agencies; administers current and long-term planning activities; prepares and monitors a variety of budgets including grant management, Landscape and Lighting Assessment Districts, Parks, Recreation and Public Facility Impact Fees and the coordination of capital improvement projects; performs a variety of technical tasks relative to the assigned areas; manages the effective use of the Division's resources to improve organizational productivity and customer service; provides highly complex and responsible support to the Parks and Recreation Director and others in areas of expertise; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Parks and Recreation Director. Exercises direct and general supervision over supervisory, professional, technical maintenance, and administrative support staff within the Parks and Facilities Maintenance Divisions of the Parks and Recreation Department.
CLASS CHARACTERISTICS
This is a management level position with direct management over the operations, maintenance, and repair of the Town's buildings, parks, and related facilities. The incumbent organizes and oversees day-to-day activities and operations of the assigned functional area, including short- and long-term capital improvement planning and development, performs diverse, specialized, and complex work involving significant accountability, decision-making responsibility, research and public engagement. Requires an extensive professional background as well as skill in coordinating work with that of other Town departments and public agencies including Town Council, Commissions and Committees. Responsibilities include planning, organizing, supervising, reviewing and evaluating assigned staff either directly or through lead workers. Incumbents are expected to prioritize daily tasks, projects and the use of staff and other resources, and deal with complex problems, both with the public and Town staff. This class is distinguished from the Parks and Recreation Director in that the latter has overall responsibility for all functions of the Parks and Recreation Department and for developing, implementing and interpreting public policy.

- Plans, manages and oversees the daily functions, operations and activities of the Parks and Facilities Maintenance Division.
- Manages and participates in the development and implementation of goals, objectives, policies and priorities for the divisions; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
- Participates in the development and administration of, and oversees, the Parks and Facilities Maintenance Division budgets including existing \ and future Landscape and Lighting Assessment Districts as well as the Parks Water Reclamation Fund.
- Participates in the selection of, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; implements discipline and recommends termination procedures.
- Determines and recommends equipment, materials and staffing needs for assigned operations, projects, and programs; prepares detailed cost estimates; maintains a variety of records and reports.
- Develops and standardizes procedures and methods to improve the efficiency and effectiveness of parks and facilities maintenance programs; assesses and monitors workloads; identifies opportunities for improvement and recommends to the Director.
- Plans and lays out parks and facilities maintenance work projects; prepares documents for equipment procurement; leads the bid process for maintenance, repair and capital improvement projects.
- Oversees the development of consultant requests for proposal for professional and/or construction services and advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award.
- Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating parks and facilities maintenance matters; provides information regarding Town development requirements.
- Provides technical information and instruction regarding applicable procedures and methods; interprets and explains rules, regulations, and procedures; answers questions and resolves concerns.
- Serves as a liaison for the assigned function to other Town departments, divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as necessary; negotiates and resolves significant and controversial issues.
- Prepares, reviews, and presents staff reports and presentations related to assigned programs and operations activities and services, various management and information updates, and reports on special projects to the Town Council, Landscape and Lighting Assessment District, and a variety of other boards, committees, and commissions.
- Serves as a staff liaison to the Public Art Advisory Commission.
- Coordinates the design, public outreach, contract management, and construction of Public Art projects as directed by the Commission and Council.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of parks and facilities maintenance and operations; researches emerging products and enhancements and their applicability to Town needs.
- Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
- Supervises the use and operation of tools, equipment and vehicles; ensures that tools, equipment and vehicles are safely operated, maintained and secured when not in use; schedules the service, repair and replacement of tools and equipment.
- Inspects and documents work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.
- Inspects assigned Town infrastructure for safety violations; ensures that safety procedures are followed, and that safety equipment is worn; makes periodic safety presentations to assigned staff.
- Coordinates park and facility maintenance projects; ensures contractors' compliance with Town standards and insurance.
- Prepares written specifications for parks and facilities maintenance and repair services; reviews submitted bids and awards; organizes and monitors delivery and coordination of contracted services.
- Troubleshoots complex operational and maintenance problems in parks and facilities; corrects or directs the correction and repair of operational and/or equipment problems.
- Coordinates assigned services and activities with those of other divisions and outside agencies.
- Supervises the preparation of maintenance related reports, inspections reports and files; ensures the proper documentation of operations and activities.
- Provides highly complex staff assistance to the Parks and Recreation Director; related to parks and facilities maintenance activities and service.
- Provides input in short- and long-term planning and implementation of park and facility maintenance programs as identified in the Parks and Recreation Master Plan.
- Negotiates, administers and manages contracts for services.
- Responsible for Calsense monitoring and management.
- Oversees and manages assessment of ROW (Right of Way) trees maintained by the Parks Division within Town boundaries and coordinate with other departments as necessary.
- Stays current on the status of new and pending regulatory legislation; recommends changes to current policies and procedures in order to comply with changes in legislation.
- Answers questions and provides information to the public; investigates inquiries; recommends corrective actions to resolve issues.
- Responds to emergency situations as necessary.

- Oversee the maintenance and inspection of the Playground Inspector, as well as the Qualified Applicator License holder

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in facilities management, park management, natural resources management, business or public administration, or a related field, and five (5) years of increasingly responsible experience in parks and facilities maintenance or a related maintenance area, including three (3) years of supervisory, management, and/or administrative experience.
Licenses and Certifications:
- Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
- Possess and maintain Certified Pool Operator certificate.
- Possess Project Management Professional Certification
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, as well as in the field in Town parks and facilities; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces, around machines, to climb and descend ladders, to operate varied hand and power tools and equipment, and to operate a motor vehicle and visit various Town and meeting sites; vision to read printed materials and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person, before groups, and over the telephone or radio. The job involves frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach and climb to perform work in and inspect work sites. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.
Environmental Elements
Employees in this classification work both indoors in an office setting and outdoors in a variety of weather conditions around parks and facilities, and may be exposed to loud noise levels, cold and hot temperatures, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
