Human Resources Manager - Department of Health Services $91,478 - $111,201 Annually

About the Position:

Employing a staff of over 650, the Department of Health Services (DHS) is the second largest department in the County of Sonoma, providing services to promote and protect the health and well-being of every community member. Reporting to the Assistant Director of Health Services, the Human Resources Manager - DHS is responsible for administering all aspects of departmental human resources functions by leading and supervising an eleven-member team working in the following departmental program areas:

  • Safety
  • Risk Management
  • Workforce Development
  • Recruitment
  • Payroll
  • Disability Management
  • Employee Relations
  • HR Analytics
  • Administrative Support

This position is also responsible for representing the department on various committees; meeting with union representatives to discuss employee/labor relations issues; conducting departmental personnel investigations; advising department managers and supervisors on HR related matters; working with the DHS executive management team to solve personnel issues through consultation, research, analysis, and recommendations; and acting as the HR liaison, working collaboratively and in consultation with the County's centralized Human Resources Department.

In addition to experience managing multiple Human Resources functional areas, the ideal candidate will have effective leadership skills, excellent analytical and problem solving skills, the ability to juggle multiple priorities, and demonstrated experience in:

  • Advising on complex and sensitive HR matters
  • Overseeing the hiring process of an organization or department
  • Working with managers and supervisors on performance management and disciplinary issues
  • Meeting with union representatives to discuss and resolve employee/labor relations issues
  • Supervising staff and engaging with employees at all levels
  • Leading and advising on organizational and staff development projects
  • Developing and and implementing policies and procedures
  • Exemplifying strong customer service principles and effectively applying interpersonal and communication skills
  • Interpreting labor contracts and MOU agreements
  • Developing, tracking, and reporting on performance metrics
  • Establishing priorities and overseeing the work of others
